Prevention of sexual abuse is no more a social movement than any other child welfare intervention. Although it has considerable appeal to persons concerned about sexual abuse, it is an educational program, delivered primarily in established institutions, such as Headstart programs, churches, and schools. Berrick and Gilbert appear to have very high expectations for sexual abuse prevention programs, which they view as not having been met. Most professionals concerned about child maltreatment would argue that sexual abuse prevention programs are not a panacea, nor a strategy to be used in isolation. Her interests target the intersect of poverty, early childhood development, parenting and the service systems designed to address these issues. Her newest book, The Impossible Imperative: Navigating the Contested Principles of Child Protection (Oxford University Press) lays out a framework for conducting principled child welfare practice. Berrick argues that the field is shaped by competing ideas that force child welfare professionals to make choices that are both contested and contentious. Although the principles serve to animate child welfare practice and policy, they are fraught with contradiction when placed in a real-world context. With regard to child sexual abuse, many risk reduction programs teach parents and caregivers how to reduce their children’s risk of sexual victimization. The study revealed that the strongest intentions to instruct children about CSA came from respon-dents who had read materials designed to rein-force self-efficacy (Campis, Prentice-Dunn, and Lyman, 1989). Parents are best positioned to engage in secondary prevention of child sexual abuse, provided they are equipped with the knowledge, skills, and motivation to respond effectively. (1988). In recent years, child sexual abuse has gained increasing attention as a serious problem for children of all ages. The most widely accepted model for preventing sexual abuse involves programs designed to empower children, which are delivered in the classroom setting. This book provides a fresh look at the prevention movement, proposing that little attention has been paid to the effectiveness or appropriateness of empowerment efforts. The authors identify the unanticipated consequences of prevention training, provide the most detailed analysis available of exactly what is being taught in these programs, and lay the groundwork for a reconsideration of prevention approaches with children.
